I have been conducting criminal justice research for more than a decade in a variety of substantive areas, including drug use epidemiology, drug testing technology, drug treatment, and international criminal law. I have published more than 120 peer-reviewed articles in social science journals and law reviews, have been previously qualified as a drug testing expert, and am the leading authority on the use of oral fluid drug testing technology within social science populations.   • Expert Testimony: I am available to testify as an expert in the general areas of drug testing technology, drug treatment, and drug use epidemiology. This testimony may be particularly important for individuals convicted of drug sale offenses who are facing mandatory minimum penalties. In Pennsylvania, persons facing mandatory minimum drug sale penalties can bring a Carroll motion. This motion stems from Commonwealth v. Carroll, 651 A.2d 171 (Pa. Super. 1994). During a Carroll hearing, the sentencing judge receives evidence from the Defendant (and the Commonwealth) to determine the weight of the drugs possessed and to determine whether the drugs were intended for distribution or for personal use. With this information, the Court determines whether a mandatory minimum sentence should apply. Because I have significant experience in both drug use epidemiology and drug testing technology, I may be able to make a particularly compelling argument for the seized weight being possessed for personal use and not for distribution. This testimony could save you years in prison!
